Abstract

Reviewing a magnificent article by Cuban scientists, as well as a report from the Cuban Academy of Sciences from January 2018, (1,2) I found some data that I reflect in this document to serve as a basis for the message I want to convey to my colleagues, friends, professors, and angiologists and vascular surgeons in training. The publication policy in today's world has taken various paths. From the solid path of achieving the existence of high-impact journals, and peer-reviewed publications, as well as recognized registries of medical literature such as MEDLINE, to publications that offer their pages to publish any type of article, without scientific foundations in its entirety. Cuban Science has always started from real and critical analysis. It is recorded that between 1996-2014, we occupied 7th place in the number of articles published in Latin America, below Brazil, Argentina, Mexico, Chile, Venezuela and Colombia. (1) In 2018, this position is maintained and, based on the documents reviewed, we are ranked 10th in the evaluation of the proportion of published articles that have been cited. We are also ranked 6th in the bibliographic database of medical literature MEDLINE, only above Peru and Puerto Rico. Unquestionably, the need to modify these indicators (which do not reflect all of the current weaknesses that we have in this front of publications) is imposed. To do so, we must reverse the deterioration of the scientific and technological potential, raise the productivity of professionals, researchers, doctors in science and others, in addition to addressing the need for new investments in these areas. (2) We must generate and stimulate the development of research that results in high-level scientific articles. To do so, all of our healthcare, teaching and research centers must draw up effective policies regarding publications, within their objectives and missions. For all the above reasons, and in order to decisively support the policy outlined by the Reference Center for the area of publications, the Cuban Journal of Angiology and Vascular Surgery has set the goal of delivering three issues of the journal each year; our Cuban Journal has been actively incorporated into the SciELO platform since 2014, and since 2018, in open access on the Open Journal System (OJS) platform. All of this, as basic principles, for greater visibility at national and international level, and to enter into the difficult struggle to be considered an impact journal in the global scientific arena. For this reason, we need your constant, effective, and high-level contribution.
