The Public Health services are closest related with the human develop. The strong relation between population health and labor productivity is determining the historical economic develop and the real capability to make sustainable the economic develop.
Few sectors have an extensive and strong relation with the human develop as the Public Health. The health policies may insider over the whole population and can determine which population sector can access to the health services and the real dimension from the effective demand from these services too.

By other side, the very available from economic resources determines the real capability from the Public Health to cover the potential demand of health services. Generally, the economic resources are limited and conditioned too. That is why the health management must know take the best decision in each case according to the institutional priorities and main objectives too.5, 6
The health manager may utilize several tools to obtain the best result possible from each decision. That is why the health manager must understand what do and how do it in each time. 7, 8
The Health Economy can play a significant role in the health manager capacitating especially for taking decisions process. That is why important have available is several forms of capacitating for the health manager agreeing with the personal needs. 9, 10
One of the more significant pedagogic figures is the diploma course. This
Type of course may obtain an appropriated specialization in a determined subject. Also may possible get several knowledge and multiple abilities for the professional develop agreeing with the professional needs. 11, 12
Given the role of the taking decision process for the health management and the constant need, o capacity from the health manager to take the best decision in each case and time, the main objective of this research is make a diploma course for taking decision process for health managers.
Agreeing with the main objective were utilized several research methods. As theorical methods were utilized the inductive – deductive, analysis and synthesis and the comparative. As empiric method was utilized the bibliographic research.
The diploma course must carries to a practice way to take rational decisions given the limited available of economic resources. This course must make emphasis in positivist tools to make feasible the standardization and generalization of the Health Economy tools for the taking decision process.
The diploma course “Health Economy tools for taking decisions” is agreed with the constant need of capacitating from the health managers. This course focus the attention in several quantitative tools applied to the health economy for take decision in the health management process. The table container all courses is the following [13, 14].

The diploma course was designed with the add possibility to make standard the container in an applicative software, for example. By this way should be possible a faster generalization and should be more applicable too. 15, 16
The diploma course cover 208 hours front of the professor and 624 hours for independent research. This condition make possible for student get sufficient time to understand, research and apply all knowledge got during class. The independent research include the professor time to answer question made by students. This means that professor and students must have a close communication around the diploma container and possible application too.
The students egressed from this diploma course will get sufficient abilities to take better decisions in the management process. Also will be capable to reduce the time for take decisions making better the process. 17, 18
The diploma course is focused in professional in health manager position. This means that health manager that aren´t professional can´t access to the diploma course. However, health manager in this condition are very few. In addition, each course from the diploma course should be able for them as capacity way.
By other side, the diploma course should be able for professional from economic and accounting sciences that should be looking for a health manager position. Thus, the future health manager should be better prepared to afford the new position too [19, 20].
Was made a diploma course focused in health manager for the taking decision process. This diploma course take account the constant needs from health managers respect to the capacitation and the possible application from the Health Economy in the health management process.
